As the hunt continues for Jack Bauer, the terror threat is intensifying, much to the chagrin of the CIA and Kate Morgan. Across town, President James Heller prepares to address Parliament in an attempt to heal recent wounds with the British, and to preserve his legacy. Meanwhile, Margot - a homegrown British terrorist seeking to avenge her husband's death - proves she is willing to make any sacrifice for her mission.
